The Cross-System Navigation in a Managed Care Environment Initiative’s goal is to develop recommendations for the North Carolina Department of Health and Human Services (DHHS) about how individuals with I/DD and their families can best be supported to effectively navigate across various service systems (cross-system navigation) as DHHS moves toward implementation of Medicaid Transformation. Medicaid Transformation is NC’s plan to transition the physical Medicaid program to managed care to improve overall service delivery and improve the integration of behavioral and I/DD healthcare and physical healthcare services. This two-year grant is funded by the North Carolina Council on Developmental Disabilities.
North Carolina’s existing I/DD system of navigation services will be examined, and recommendations will be made by the Cross-System Navigation Advisory Group for adjustments necessary for the system to be more effective in meeting the needs of individuals with I/DD and their families.
The i2i Center for Integrative Health- in consultation with NCCDD, DHHS, advocacy and service provider organizations- will create the Cross-System Navigation Advisory Group to serve as a Collaborative to develop these recommendations. The Cross-System Navigation Advisory Group will consist of a broad representation of the service system, including individuals with I/DD, family members, NC DHHS staff, LME-MCO staff, medical providers and Prepaid Health Plan representatives.
The Cross-System Navigation Advisory Group will have meetings quarterly beginning in the fall of 2018. During these meetings, members will develop a common agenda, receive information from local and national experts, and work collaboratively to identify system navigation concerns and develop recommendations to address them.
Recommendations will be compiled into a Grant Recommendation Report at the end of the initiative. In addition, i2i will conduct two webinars for the general public, develop a workforce white paper, and present on the Cross-System Navigation Advisory Group process and findings at various conferences.
